Is there a difference between Windows server and other local Windows on creating new users programmatically?

I want to write a program that will access all the users accounts. It should be able to make new users either. But I want to make sure that it works well on every windows system. Especially windows server. What is the certain solution.

You will definitely use PrincipalContext class, and it is available on any windows that running .Net 3.5 and higher. So if we talking about MS supported versions of windows server product, solution based on PrincipalContext class will work on any of them.
